Writing articles during election purdah is always an interesting conundrum.  The balance between tackling issues of import and ensuring political neutrality is as important as ever. 

One issue that came into focus during recent weeks was the transparency agenda.

The principle of transparency in the public sector is without doubt wholly laudable.  The culture should always be everything is open unless there are major commercial or personal sensitivities that dictate otherwise.
