For local government, the big Treasury set piece announcements like the Budget and Autumn Statements have become exercises in pessimism. As non-protected public sector expenditure in an austerity world, the only way to go is down.

The chancellor is never one to disappoint his audience – sure enough there is a lot in last week's Budget to be concerned about. But as yet, it is unclear just how concerned.
