Don't seek to frustrate legitimate use of powers by the back door

Councils must have regard to the MHCLG guidance on investments, says Ian Miller. But a power to give guidance 'is not a power to limit councils' statutory powers by diktat', he adds.

Less than a week before the third major electoral event that district council staff have administered this year, I wish fellow returning officers and their teams well: they will be looking forward to a quieter 2020.

The manifestos don't mention councils' powers to borrow to buy property in their areas or elsewhere. Many district councils have invested in property to produce a financial return.
