New local government secretary Michael Gove has indicated that 75% business rates retention could be a casualty of levelling up plans.

Giving evidence to the House of Commons' Housing, Communities and Local Government Committee, the new secretary of state said it was ‘important to proceed with caution' on the plans because they went ‘against the broader principle of levelling up'.
