New forms of tax are unlikely to fill a £40m hole in funding for the Commonwealth Games budget, councillors in Birmingham have been told.

Birmingham City Council has been tasked with finding £185m towards the cost of the Games in 2022, including £75m from partners and £40m earmarked as revenue contributions.
