The Scottish Labour leader has outlined radical plans to reshape the UK into a federal state and hand powers from the EU and central parliaments to local communities.

In a speech to the Institute for Public Policy Research, Kezia Dugdale highlighted the need for significant changes to the way central government operated if prime minister Theresa May hoped to unite a country torn apart by the EU referendum.
