An end to the SEND lottery?

The new Green Paper on special educational needs and disability received a generally warm reception from the sector, but concerns remain around funding and delivering cultural change. Chris Mahony reports.

New partnerships and inclusion plans can be seen as a bureaucratic response to any long-running crisis in the delivery of a public service.

However, with these two measures – backed by new national standards at its heart – the Government's Green Paper on special educational needs and disability (SEND) and additional provision, secured a warm welcome.
