The Government's focus on devolution to cities risks creating a ‘patchwork of powers' across England, Essex CC's leader has warned.
Speaking at a devolution conference in Manchester, Cllr David Finch said he was worried the stance would mean that the ‘greatest opportunities' would be only available to cities.
