The chancellor's proposals to condense 89 local authority pension funds into six regional wealth funds to encourage infrastructure investment could come under threat from new European rules. 

Under the second Markets in Financial Instruments directive (Mifid II), some local government funds could be reclassified as retail rather than professional clients.
