Former decentralisation minister Greg Clark has published his report into government departments – 18 months after a first draft was submitted to the prime minister.

In that time, Mr Clark said departments have ‘made great strides' in devolving power down, and he admitted the Government has made great improvements since his original draft was written.

He warned: ‘Decentralisation is not simply a transfer of powers from central to local government. It needs to be more than that.'
