The Government has rejected councils' appeals for more flexibility over funding for flood recovery.

It was ‘reasonable for local authorities to plan for and cover emergency costs themselves up to a certain level,' according to a letter to councils from the Ministry of Housing, Communities and Local Government (MHCLG), obtained by The MJ under Freedom of Information laws.
