Norfolk CC's beleaguered children's services have finally ditched their inadequate judgement in a move the council's chief believes proves authorities can improve without being placed into a trust.

The county, which has seen two inadequate judgements in the last five years – the first of which managing director Wendy Thomson claimed was ‘one of the worst inadequate judgements' – was today moved to the requires improvement category.
