Struggling councils could be stripped of their powers to safeguard children, the prime minister has warned.

Sunderland City Council has already been forced to give up its child protection services, which will now be run by Nick Whitfield, chief executive and director of children's services for achieving for children at Kingston and Richmond on Thames LBCs.
