Fear and intimidation in a local authority

The relationship between officers and members is one of trust and confidence, but it can break down in many ways, says Blair Mcpherson.

When you hear of bullying, harassment and intimidation in a local authority do you think of staff ill-treated by colleagues, a member of the team picked on by others or an overbearing manager making unreasonable demands?

I think of an unhealthy dysfunctional relationship between officers and members. Those working on the front line might be surprised to learn that senior managers can feel intimidated and bullied by members.
