Councils should be boosting their reserves despite cuts, leading finance experts told the County Councils Network (CCN) conference.

Chief executive of the Chartered Institute for Public Finance and Accountancy (CIPFA) Rob Whiteman admitted it was ‘counter intuitive' to tell councils to stockpile cash as they make cuts, but insisted it is the best option for councils to protect themselves.
