Scotland's councils face their ‘most difficult' year of budget setting, politicians in Holyrood have heard.

The Scottish Local Government, Housing and Planning Committee held an inquiry after all 32 Scottish council finance directors wrote to deputy First Minister John Swinney warning services were under threat due to £1bn of pressures next year.
