At a time when local government is facing unprecedented funding pressures, Norfolk CC has taken the bold decision to invest £15m in children's services, as part of a programme that will improve the lives of children, young people and their families and reduce demand on services.
Like local authorities across the country, the council has seen both increased demand on services and a population with more complex needs. With a funding gap of more than £70m to plug by 2022, the council has had to shift its focus, so that its work is more targeted and help can reach families earlier, reducing pressure.
