‘Big changes' to tackle the ‘structural problems' facing local government are needed to help councils survive but the ‘big priority' at the moment is devolution, the leader of Kent CC has said.

Roger Gough said adult social care, children's placement costs, special educational needs and the ‘transport that goes with it' were ‘putting local government under water'.
