Officers at Hampshire CC have accused the Government of awarding funding based on politics rather than financial need.

The council faces a budget gap of £39.7m in the current financial year, growing to £210.7m by 2023/24, according to a report to senior councillors by deputy chief executive and director of corporate resources, Carolyn Williamson.
