Northern Powerhouse minister Andrew Percy vowed to get the agenda ‘firing on all cylinders' as the Government transferred £15m to the Tees Valley.

Announcing the first payment under the region's devolution deal, the Government said the agreement would allow ‘local people to take back control'.
