The new Government is going ‘upstream' to address problems, with reforms focused on early intervention and prevention, the minister for children and families has said.

Speaking at a plenary session at the National Children and Adult Services Conference in Liverpool yesterday, Janet Daby said: ‘We are committed to breaking down the barriers between background and success. We want all children to be able to achieve, and we need to help them on their journey.
