Ministers have withstood calls for fiscal devolution, but with local government finances in crisis, pressure is mounting. Martin Ford reports.

Devolution is dominating headlines as the Government presses ahead with sweeping reform of the local government sector.

But devolving fiscal powers and freedoms has been missing from the agenda, despite the parlous state of the system. Nevertheless, as councils' financial burdens grow, so does pressure on the Government to look at alternative sources of funding for the sector.
