Good social care should not be ‘defined’ by central government, the education secretary insisted as she pledged to unwind the ‘prescriptive’ and ‘rigid’ system created by ministers.

Good social care should not be ‘defined' by central government, the education secretary insisted as she pledged to unwind the ‘prescriptive' and ‘rigid' system created by ministers. 

In her first address to social care professionals yesterday, Justine Greening admitted that the system put in place by the Government had ‘created barriers that were getting in the way of people providing effective care'.
