The communities secretary is provoking districts into reorganisation and seeing how they react, according to the director of a prominent think-tank.

The communities secretary is provoking districts into reorganisation and seeing how they react, according to the director of a prominent think-tank. 

Speaking to the New Local Government Network annual conference today, the organisation's chief, Simon Parker, said it would take a brave man to bet against the existence of county and district authorities in 2020 amid increasing fears in the sector that the secretary of state was hell-bent on two-tier reorganisation.
