Fractured relationships across Hampshire could worsen further after it emerged a third devolution deal in the region has been submitted to the Government. 

The six local authorities and the M3 local enterprise partnership in the centre of the county have banded together in a bid to form the Heart of Hampshire combined authority with a directly-elected mayor.
