Shadow housing secretary John Healey has called for a rethink on the rest of the Housing and Planning Act after ministers rolled back on the previous administration's controversial Pay to Stay initiative.

Councils have argued that the scheme, which would have bumped social tenants' rents by an average of £1,065 for households earning more than £40,000 in London and £31,000 in the rest of England, would have affected 70,000 tenants and cost ‘millions' to implement.
