Holyrood is going straight to chief executives to discuss the terms of the finance settlement, according to the president of the Convention of Scottish Local Authorities (COSLA).

Holyrood is going straight to chief executives to discuss the terms of the finance settlement, according to the president of the Convention of Scottish Local Authorities (COSLA).

Speaking the day before the deadline for councils to reject or accept the deal, Cllr David O'Neill hit out at finance minister John Swinney for taking negotiations straight to officers.
