Hopelessly devo-ted?

There are many still to be convinced about the merits of the devolution agenda, meaning the passing of the recently-announced Devolution Bill is not a forgone conclusion. Andrew Carter explains.

Since the election George Osborne has been flying the flag for city devolution. We knew early on that a Cities (now with added ‘Local Government') Devolution Bill would feature in the Queen's speech.

In a country as centralised as the UK it's easy to assume that everyone, outside of Whitehall at least, is on board with the chancellor's flagship project. But I'm not so sure.
