Holyrood is at risk of becoming everything it said it did not like about Westminster, according to the former chief executive of the Convention of Scottish Local Authorities (COSLA).

Rory Mair suggested the settlement offered by the Scottish Government was hypocritical, claiming finance minister John Swinney was ‘bullying' authorities and launching a ‘fundamental attack on local democracy'.
