Social care has been ‘pretty consistently' protected by councils, analysis by a leading economic think has found.

Speaking at the Association of Directors of Adults Social Services (ADASS) spring summit, programme director of public finance at the independent Institute of Fiscal Studies, Gemma Tetlow, said: ‘I wouldn't want to suggest they didn't cut social care spending but the reduction is typically less than their budgets as a whole.
