Speaking at the Association of Directors of Adults Social Services (ADASS) spring summit, programme director of public finance at the independent Institute of Fiscal Studies, Gemma Tetlow, said: ‘I wouldn't want to suggest they didn't cut social care spending but the reduction is typically less than their budgets as a whole.
