The quality of services is likely to dip as public service spending falls to its lowest point in 70 years. 

The Institute for Fiscal Studies (IFS) has found that slowing growth and weak tax receipts will leave chancellor George Osborne struggling to meet his promise of balancing the books by the end of this Parliament.
