The top children's services officer at one of the Government's flagship authorities has lamented ministers' ‘catch 22' decision to scrap controversial innovation clauses. 

A Department for Education spokesman today confirmed the Government would remove the ‘power to innovate' from the Children and Social Work Bill just weeks after Professor Eileen Munro, who published a landmark review into children's services in 2011, rescinded her backing of the initiative.
