The introduction of Social Impact Bonds

Harry Phibbs looks at the benefits of how his council are introducing a new pilot scheme known as Social Impact Bonds.

The word 'investment' is frequently misused by people in the public sector when they mean 'spending'. But I am pleased to see an initiative where the term has some validity.

Birmingham, Leicestershire, Westminster and my own council, Hammersmith and Fulham are to pilot Social Impact Bonds (SIB). The idea is that you invest money to pay for a group, perhaps a charity, to provide a service for the Government.
