Local authorities must not be bypassed by plans to hand greater controls over youth justice and probation services to elected mayors, a leading think-tank has warned.
Speaking about the future of police and crime commissioners (PCCs) yesterday, home secretary Theresa May called for better integration and suggested the introduction of elected mayors would provide an opportunity to merge policing with local transport, infrastructure, housing and social care services.
