'Non-jobs' and curse of ticking boxes

Councils are often criticised for providing 'non-jobs'. Harry Phibbs looks at how the situation comes about.

Councils are often criticised for the number of ‘non-jobs' they provide.

Broadly, I regard the criticism as entirely valid. But, to understand how the situation comes about, it should be remembered that frequently, these jobs are funded by some other bit of the public sector, such as the NHS or some quango.
