Councils are having to pick up the biggest share of costs when authorities do not act fast enough to tackle social issues affecting children, young people and families, new analysis has found. 

Local government spends £6.4bn picking up the pieces when they intervene late in families affected by domestic violence and abuse, mental health, abuse and neglect, unemployment and youth crime, according to the Early Intervention Foundation (EIF).
