Spiralling demand and dwindling supply has forced the Government to try to relax the law to allow English and Welsh councils to place vulnerable children in Scotland.

The proposed amendment to the Children and Social Work Bill came as an increasing number of councils were found to be sending children to secure accommodation units north of the border, despite the High Court ruling in September that orders made by English courts could not be legally enforced or recognised in Scotland.
