Councils have demanded new powers and funding to build affordable homes after a survey revealed three-fifths of private renters never expect to own a home.

The Local Government Association (LGA) today made a fresh plea to the Government to allow councils to borrow to invest in housing and retain all receipts from properties sold through Right to Buy, ensuring they could ‘resume their historic role as a major builder of affordable homes'.
