Councils were held back from effectively tackling the challenges of the pandemic by central Government, it has been claimed.

The Local Government Association's (LGA) representative, Robin Allen KC, told the Covid-19 Inquiry today there were 'failures to make the best use of local government' and ‘so much more could have been done'.
