London is jealous of Manchester and Scotland's devolution deals, a senior London councillor has admitted. 

Addressing the London Summit today, chair of the City of London's policy and resources committee Mark Boleat insisted the capital's authorities were ‘fully supportive' of moves to prise more powers from Whitehall.
