Ministers have resisted pressure from peers to increase resourcing for councils despite the planning system being described as the ‘worst it has been for decades'.

Conservative former housing minister, Lord Young of Cookham, was one of a number of peers tabling proposals yesterday aimed at boosting the coffers of planning departments.
