Local authorities are not looking hard enough – or simply not willing – to uncover widespread systematic sexual exploitation of children and vulnerable adults, the author of an independent report has warned.
David Spicer, the author of a joint serious case review focusing on the ‘proactive' and ‘disruptive' work of authorities in Newcastle, claimed the city was among the first to uncover networks of abuse - not just of children but also of vulnerable adults.
