A culture of low wages in councils is damaging local economies, according to a survey by Unison.

 A culture of low wages in councils is damaging local economies, according to a survey by Unison. 

It is still £1 below the living wage, the pay rate at which people can expect a normal standard of living. More than 500,000 local government workers earn below the living wage.
