Maintaining services in the face of crises

Greg Clark has asked councils to close loopholes to curtail risky income generation. Kathy O'Leary says that 'realistically, we’ll be taking every funding and low-risk income-generating opportunity open to us'.

‘What does this mean for us?' my new leader asked about the recent letters received from current secretary of state Greg Clark. These were the letters asking councils to observe the spirit of legislation, rather than its literal translation, and closing loopholes to curtail risky income generation.

My short answer was ‘not a lot,' but this led to a debate about our ability to resource and deliver our plans and maintain services in the face of successive crises and financial uncertainty.
