The new housing minister has signaled a shift in government policy away from its focus on creating homes to buy.

Speaking at the RESI conference yesterday, Gavin Barwell suggested Whitehall was planning to water down its controversial starter homes policy less than a year after former prime minister David Cameron pledged to boost home ownership.
