Ministers have been accused of irrational policy-making by funding prevention in the NHS while forcing councils to focus on acute statutory services.

The attack came after the NLGN think-tank published its latest quarterly leadership index – assessing the confidence of 161 chief executives, leaders and elected mayors in key service areas.
