The unusually mild autumn may make Christmas and the annual budget-setting process seem way off, but it will soon be upon us.

With this in mind, the Chartered Institute of Public Finance and Accountancy (CIPFA)'s local government policy panel has been turning its thoughts to medium-term financial planning and in particular, the risks that the current raft of policy changes will bring to the process.
