A top mandarin has been accused of ‘complacency' by MPs over the time taken to improve children's services.

It takes an average of two-and-a-half years for a council to improve from an ‘inadequate' Ofsted rating, the Public Accounts Committee was told by the permanent secretary at the Department for Education, Jonathan Slater.
