The multiple challenges for district councils

District councils face a torrent of pressures which could their relataionship with their communities says Nina Dawes

The challenge to districts couldn't be clearer. If we knit together the proposal for business rates retention, the localisation of council tax benefit and the national planning policy framework, the relationship between our communities and our councils stands to be radically redrawn.

For districts, the change is heightened and magnified, as these three proposals all touch the very pulse of our activity – economic growth, tax collecting and the award of major welfare benefit.
