Council systems and policies are increasingly to blame for a surge in complaints over charges for social care, according to the ombudsman.

Michael King, Local Government and Social Care Ombudsman, also pointed to the ‘stark reality' of financial pressures playing a role in the 9% increase in complaints about charging, totalling 325 – two-thirds of which have been upheld.
